PDF to Word extracts the text of a PDF into a Word document you can edit. Headings are detected from font sizes and every PDF page becomes a page break. Images and exact positioning are not carried over, which keeps the result editable.

Why is my converted document empty?

The PDF has no text layer, which usually means it is a scan. Run it through OCR PDF first, then convert the result.
